A HomeLoc is the "Home Location" of a certain person. Even though you may travel around the universe and live in different places, the place that you are initially born is your HomeLoc and stays connected with you and your personal files.
People who have HomeLocs as Earth are steadily in decline and have been since the beginning of its deconstruction.
